Housing Saves Lives and Money-Case Studies



Carlos

A Resident of the AFC Supportive Housing Program

•Top Docile of High Users of Medicaid in Illinois -2009

•Carlos arrived in Chicago from Puerto Rico in the late1990s as an individual already living with HIV/AIDS

•Before 2009, Carlos had been living in the streets and shelters in Chicago for 10+ years

•Carlos had an assigned Ryan White case manager since early in 2000; yet housing was a challenge for him because
of the scarcity of units, especially for those needing a harm reduction housing model

•Carlos is a 48year old Latino American male

•He is currently living with the following other chronic conditions: HIV/AIDS, long-term substance use, mental illness, Hypertension, Liver Disease, Hepatitis C

•Carlos has now been stably and permanently housed in his own 1 bedroom apartment for 33 months on the West Side of Chicago

•Medicaid Expenses paid out by the State of Illinois for Carlos:

-2009: $233,420 (Carlos was homeless and living in the streets)
-2010: $147,105 (Carlos was housed by Samaritan in March)
-2011: $86,566 (Carlos housed for a full year)

•The Permanent Supportive Housing unit for Carlos is subsidized by HUD/SHP homeless funds for rent and HOPWA dollars for an intensive case manager, who also serves another 14 PLWHA in housing.
